It is rather the outcome from a multitude of factors that adversely affect those who can least afford period products, and a spotty patchwork of scant resources trying desperately to address the problem. For that reason, period poverty can manifest itself in a variety of ways. For example, a lack of access to sanitary products could be due to an inability to afford them, an inability to find a retailer who can supply them or even just a lack of knowledge on where to look for them. For example, in the United States, 35 states impose a sales tax on menstrual products <a href=\"https:\/\/www.amwa-doc.org\/wp-content\/uploads\/2019\/10\/Period-Poverty-Pamphlet.pdf\" target=\"_balnk\" rel=\"noopener noreferrer\">because they are considered \u201cnon-essential goods<\/a>\u201d, making sanitation products more costly. Period products are also not able to be purchased with public assistance programs, such as the Supplemental Nutrition Assistance Program (SNAP) or the Women, Infants and Children (WIC) program, nor with Medicaid, Medicare or health insurance spending accounts. Food pantries and other nonprofits often try to step in and fill this gap, but a lack of education means that people who need the products don\u2019t always know they are available.<\/p>\n<p>Cultural stigma around menstruation can make period poverty worse for those who are unable to source products, as emotional health takes a toll. Self-consciousness, embarrassment and shame <a href=\"https:\/\/cdn.shopify.com\/s\/files\/1\/0795\/1599\/files\/State-of-the-Period-white-paper_Thinx_PERIOD.pdf?455788\" target=\"_balnk\" rel=\"noopener noreferrer\">are some of the most reported emotions<\/a> experienced by those experiencing period poverty. This can lead to development of anxiety, depression and other mental health problems, or worse, <a href=\"https:\/\/cdn.shopify.com\/s\/files\/1\/0795\/1599\/files\/State-of-the-Period-white-paper_Thinx_PERIOD.pdf?455788\" target=\"_balnk\" rel=\"noopener noreferrer\">can result in suicide.<\/a><\/p>\n<h3>Who is most at risk of period poverty?<\/h3>\n<p>While period poverty impacts those you might expect, such as the homeless, indigent and incarcerated, many others are also disproportionately impacted. To start with, there are <a href=\"https:\/\/www.nursing.upenn.edu\/live\/news\/1545-the-state-of-period-poverty-in-the-us\" target=\"_balnk\" rel=\"noopener noreferrer\">at least 42 million impoverished women in the United States<\/a>, many of whom experience period poverty regularly. Of course, that number doesn\u2019t capture thousands of <a href=\"https:\/\/www.teenvogue.com\/story\/period-poverty-transgender-and-gender-non-conforming-people\" target=\"_balnk\" rel=\"noopener noreferrer\">transgender, non-binary and gender non-conforming people who also menstruate every month<\/a>, and are also <a href=\"https:\/\/theconversation.com\/what-the-supreme-courts-decision-on-lgbt-employment-discrimination-will-mean-for-transgender-americans-140878\" target=\"_balnk\" rel=\"noopener noreferrer\">at increased risk of experiencing poverty<\/a>. Those living in poverty are often the ones most likely to experience period poverty month after month, as they are the ones least able to afford or access menstrual products.<\/p>\n<p>Working families can also be impacted, however, as the school-aged children of these families can be caught with their first period not knowing where to find what they need when their families can\u2019t afford it, or when conversations about it are too uncomfortable. In this case, a lack of education is often the leading contributing factor to a young child experiencing period poverty.<\/p>\n<p>Women of color are another demographic that is disproportionately impacted by period poverty. In the United States, women of color, including Black, Native, Latina and Asian women, <a href=\"https:\/\/nwlc.org\/wp-content\/uploads\/2017\/09\/Poverty-Snapshot-Factsheet-2017.pdf\" target=\"_balnk\" rel=\"noopener noreferrer\">all experience higher rates of poverty than white women<\/a>. Of that group, Native American women are particularly vulnerable to period poverty. Across the United States, <a href=\"https:\/\/www.ipr.northwestern.edu\/news\/2020\/redbird-what-drives-native-american-poverty.html\" target=\"_balnk\" rel=\"noopener noreferrer\">nearly a third of Native Americans live in poverty<\/a>, almost triple the national poverty rate, making income a struggle. Access to period products is another challenge. Native American reservations are frequently located far away from the nearest town, and mass merchant retailers are also few and far between. Even when Native Americans are able to locate menstruation products for sale, the prices can be prohibitive. As Clare Heurter, <a hreflang=\"https:\/\/www.today.com\/health\/what-period-poverty-native-american-women-work-address-issue-t152952\" href=\"https:\/\/www.today.com\/health\/what-period-poverty-native-american-women-work-address-issue-t152952\">the principal at Red Cloud High School told TODAY<\/a>, \u201cIt is incredibly difficult to have resources. There is a store in town, but the prices are just insane.\u201d<\/p>\n<h3>Why is it important we address period poverty?<\/h3>\n<p>Periods already come with an attached social stigma. Young girls globally learn through embarrassing experiences that menstruation is shameful, and should be kept secret. As a result, lack of access to menstrual products can have a profound impact on the people experiencing period poverty.<\/p>\n<p>The impacts of period poverty are particularly devastating to the development of young girls and women. In the US, <a href=\"https:\/\/cdn.shopify.com\/s\/files\/1\/0795\/1599\/files\/State-of-the-Period-white-paper_Thinx_PERIOD.pdf?455788\" target=\"_balnk\" rel=\"noopener noreferrer\">84% of students have either missed class time or know someone who missed class time because they did not have access to period products<\/a>.<\/p>\n<p>&nbsp;<\/p>\n<p><iframe loading=\"lazy\" src=\"https:\/\/www.youtube.com\/embed\/dlitqT_IJXQ?controls=0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture\" allowfullscreen=\"\" width=\"560\" height=\"315\" frameborder=\"0\"><\/iframe><\/p>\n<p>Missing school, no matter the cause, is the first step to a student eventually dropping out of school altogether. As bad as that is, though, it\u2019s not just missing school. Some girls report peers being <a href=\"https:\/\/www.independent.co.uk\/news\/uk\/home-news\/period-poverty-girls-school-absent-phs-group-menstrual-a8922246.html\" target=\"_balnk\" rel=\"noopener noreferrer\">bullied and shamed about their periods<\/a>. 1 in 3 young people <a href=\"https:\/\/always.com\/en-us\/about-us\/end-period-poverty\" target=\"_balnk\" rel=\"noopener noreferrer\">feel less confident due to missing after school activities<\/a> as a result of lack of access to period products. Add to that feelings of self consciousness, embarrassment and shame, and it can have a real negative impact on the development of young women, especially compared to those who do not menstruate, a challenge encapsulated in the term \u201c<a href=\"https:\/\/www.nytimes.com\/2018\/07\/22\/health\/tampon-tax-periods-menstruation-nyt.html\" target=\"_balnk\" rel=\"noopener noreferrer\">menstrual equity<\/a>\u201d.<\/p>\n<p>Perhaps the <a href=\"https:\/\/www.harpersbazaar.com\/culture\/features\/a10235656\/menstrual-period-united-states\/\" target=\"_balnk\" rel=\"noopener noreferrer\">most succinct reason for why we should address period poverty<\/a>, and strive to achieve \u201cmenstrual equity\u201d comes from author Jennifer Weiss-Wolf, from her book <a href=\"https:\/\/www.amazon.com\/Periods-Gone-Public-Making-Menstrual\/dp\/1628727977\/?linkCode=ogi&amp;tag=harpersbazaar_auto-append-20&amp;ascsubtag=[artid%7C10056.a.10235656[src%7C[ch%7C[lt%7C\" target=\"_balnk\" rel=\"noopener noreferrer\"><i>Periods Gone Public: Taking a<br \/> Stand for Menstrual Equity<\/i><\/a>.<\/p>\n<div class=\"quote\"><i>\u201cIn order to have a fully equitable and participatory society, we must have laws and policies that ensure menstrual products are safe and affordable and available for those who need them. The ability to access these items affects a person\u2019s freedom to work and study, to be healthy, and to participate in daily life with basic dignity. And if access is compromised, whether by poverty or stigma or lack of education and resources, it is in all of our interests to ensure those needs are met.\u201c<\/i><\/div>\n<p><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" data-attachment-id=\"15320\" data-permalink=\"https:\/\/www.bepreparedperiod.com\/blog\/eliminating-period-poverty-in-schools-2\/\" data-orig-file=\"https:\/\/i0.wp.com\/www.bepreparedperiod.com\/blog\/wp-content\/uploads\/2020\/12\/eliminating-period-poverty-in-schools-1.jpg?fit=1000%2C1500&amp;ssl=1\" data-orig-size=\"1000,1500\" data-comments-opened=\"1\" data-image-meta=\"{&quot;aperture&quot;:&quot;0&quot;,&quot;credit&quot;:&quot;&quot;,&quot;camera&quot;:&quot;&quot;,&quot;caption&quot;:&quot;&quot;,&quot;created_timestamp&quot;:&quot;0&quot;,&quot;copyright&quot;:&quot;&quot;,&quot;focal_length&quot;:&quot;0&quot;,&quot;iso&quot;:&quot;0&quot;,&quot;shutter_speed&quot;:&quot;0&quot;,&quot;title&quot;:&quot;&quot;,&quot;orientation&quot;:&quot;0&quot;}\" data-image-title=\"eliminating-period-poverty-in-schools\" data-image-description=\"\" data-image-caption=\"\" data-medium-file=\"https:\/\/i0.wp.com\/www.bepreparedperiod.com\/blog\/wp-content\/uploads\/2020\/12\/eliminating-period-poverty-in-schools-1.jpg?fit=200%2C300&amp;ssl=1\" data-large-file=\"https:\/\/i0.wp.com\/www.bepreparedperiod.com\/blog\/wp-content\/uploads\/2020\/12\/eliminating-period-poverty-in-schools-1.jpg?fit=683%2C1024&amp;ssl=1\" src=\"https:\/\/i0.wp.com\/www.bepreparedperiod.com\/blog\/wp-content\/uploads\/2020\/12\/eliminating-period-poverty-in-schools-1.jpg?resize=365%2C547&#038;ssl=1\" alt=\"eliminating-period-poverty-in-schools\" class=\"wp-image-15320 alignleft size-full\" width=\"365\" height=\"547\" \/>Many of these problems can be solved simply by making sanitary products available for free to those<br \/> who need them the most, in much the same way that toilet paper, paper towels and hand soap. <span class=\"grey-quote\">&#8220;We<br \/> don&#8217;t expect people to walk around with rolls of toilet paper on them,&#8221; says <a href=\"https:\/\/www.wbur.org\/hereandnow\/2018\/04\/25\/tampons-public-restrooms\" target=\"_balnk\" rel=\"noopener noreferrer\">Nancy Kramer of Free The Tampons.<\/a> &#8220;I don&#8217;t think we should expect people to walk around with tampons and pads on them.&#8221;<\/span> As a case in point, just six months after the <a href=\"https:\/\/cdn.ymaws.com\/www.law.udc.edu\/resource\/resmgr\/LegClinic\/2018_periods_policy_report.pdf\" target=\"_balnk\" rel=\"noopener noreferrer\">introduction of a pilot program in New York City<\/a>, where the Department of Education provided free menstrual products in the bathrooms of schools serving girls in grades six through twelve, school attendance was found to increase 2.4%.<\/p>\n<p>Of course, providing free menstrual products and reducing or eliminating period poverty would have effects beyond school enrollment. It can help de-stigmatize menstruation, and help people who menstruate feel a higher sense of self-esteem, free from the embarrassment and shame society projects upon them, and restore a sense of dignity all too easily taken from them, simply because they don\u2019t have a sanitary product.<\/p>\n<h3>How has COVID-19 impacted those experiencing period poverty?<\/h3>\n<p>It is perhaps no surprise that COVID-19 has made life even more difficult for those experiencing period poverty. \u201cPeriods don\u2019t stop during a pandemic\u201d says <a href=\"https:\/\/plan-international.org\/news\/2020-05-28-coronavirus-making-periods-worse-girls-and-women\" target=\"_balnk\" rel=\"noopener noreferrer\">Dr. Rosamund Ebdon, Plan International\u2019s Head of Policy<\/a>, \u201cbut managing them safely and with dignity has become a whole lot harder.\u201d<\/p>\n<p>While some issues, such as rising poverty rates due to unemployment and lockdowns making it difficult to access available resources are obvious problems exacerbated by a global pandemic, supply chain problems for manufacturers of menstruation products have led to a lack of products available for sale.<\/p>\n<p>When products are still available, prices can rise to the level of unaffordability. And when supply chains seize up and shut down, product shortages can manifest. For all these reasons, Plan International has found that supply shortages <a href=\"https:\/\/plan-international.org\/publications\/periods-in-a-pandemic\" target=\"_balnk\" rel=\"noopener noreferrer\">are the number one issue reported during the pandemic<\/a>.<\/p>\n<p>Rising poverty rates during the COVID-19 pandemic have also put a strain on non-profit organizations.<\/p>\n<p>Charities that have historically provided menstrual products to those in need have reported a steep rise in demand, while some women who are unable to procure products have had to improvise, using items such as \u201c<a href=\"https:\/\/www.bbc.com\/news\/uk-england-53236870\" target=\"_balnk\" rel=\"noopener noreferrer\">newspaper, pillow cases or tea towels.<\/a>\u201d Making matters worse, those who use improvised materials are put at a <a href=\"https:\/\/sph.umich.edu\/pursuit\/2020posts\/period-poverty.html\" target=\"_balnk\" rel=\"noopener noreferrer\">heightened risk for urogenital infections<\/a>, including urinary tract infections and vaginosis.<\/p>\n<p>Receiving adequate donations of period products has been a challenge as well. Kind hearted donors have been responsive to organizations by donating food and other necessities, <a href=\"https:\/\/sph.umich.edu\/pursuit\/2020posts\/period-poverty.html\" target=\"_balnk\" rel=\"noopener noreferrer\">but often don\u2019t think to donate menstrual products<\/a>. Our fundraising events are great for students, religious organizations, and corporate community engagement, but anyone can host a fundraiser today.<\/p>\n<p>Another way you can help is by engaging with your state and local lawmakers. Only a few US states have made period products available in schools for free. Federal prisons also provide <a href=\"https:\/\/www.huffpost.com\/entry\/state-prison-free-pads-tampons_n_5a7b427be4b08dfc92ff5231\">menstrual products for free<\/a>, but many state and local prisons have failed to follow suit. And currently, <a href=\"https:\/\/www.npr.org\/sections\/money\/2019\/03\/06\/700876425\/tampons-that-bloody-sales-tax\" target=\"_balnk\" rel=\"noopener noreferrer\">35 states classify menstrual products as &#8220;luxury items<\/a>&#8220;, and not medically necessary. The <a href=\"https:\/\/www.amwa-doc.org\/wp-content\/uploads\/2019\/10\/Period-Poverty-Pamphlet.pdf\" target=\"_balnk\" rel=\"noopener noreferrer\">American Medical Women\u2019s Association makes it easy to do this<\/a>, by providing a pre-written letter for congress and a national petition to the Department of Education that you can sign. These are two easy things you can do right now! You can also get involved locally, by engaging with leaders at schools, churches or other institutions about how they can provide menstrual products for free in their facilities.<\/p>\n<h3>Closing Thoughts<\/h3>\n<p>While there is a strong global movement working to make menstrual products accessible to everyone who needs them, there is still much more that needs to be done to end period poverty.
